Purpose and Reason:

Proposed amendments to the Medical Assistance Program Overview update provisions on transportation services for Medical Assistance recipients. Additional provisions have been added regarding specialized transportation services for Rhode Island elders and persons with disabilities. Amendments incorporate and update the Specialized Transportation Services formally administered under the Department of Elderly Affairs into the Medicaid rules as services are administered through the Department of Human Services. Revisions further incorporate proposed amendments filed November 28, 2011 to update the provisions in the Technical Eligibility Requirements to reflect the data matching process to verify the Citizenship and Identity of Medical Assistance applicants and beneficiaries who are subject to the Citizenship/Identity requirements of the federal Deficit Reduction Act of 2005 (DRA). A successful match fulfills the DRA’s Citizenship and Identity requirements and no further documentation is needed from the applicant or beneficiary for this purpose. The program rules have been revised to support the use of data matching as a first means to verification for Citizenship and Identity and further provide guidance on what supporting document may be required if a discrepancy occurs in the matching process.
